It is always best to wait under descending the hill, and only if the roadway is relatively straight, as well as a designated passing zone. The only time that it may be okay to pass a vehicle in a no passing zone is if the vehicle is a slow moving farm machine, road machine, or Amish buggy. And only if it is safe to do so.
